Endstate worked with the Stage 1 Delivery Team to administer and evaluate the Stage 1B Tender Evaluation process.  Greg Fackender managed the Scope of Works and Technical Criteria (SWTC) for the $3B tunnel project, and chaired the assessment of the presented Strategic Options for potential inclusion in the Scope of Works.
